ARP ESSER Use of Funds Plan

LEA Plan for Use of Funds

1. The extent to which and how the funds will be used to implement prevention and mitigation strategies that are to the greatest extent practicable consistent with the most recent CDC guidance on reopening schools in order to continuously and safely open and operate schools for in-person learning; (100 of 2000 maximum characters used)

Funds are set to pay for supplies and materials as needed as laid out by the latest CDC and NJDOH guidelines.

2. How the LEA will use the funds it reserves under section 2001(e)(1) of the ARP Act to address the academic impact of lost instructional time through the implementation of evidence-based interventions such as summer learning or summer enrichment extended day comprehensive afterschool programs or extended school year; (419 of 2000 maximum characters used)

In order to accelerate learning, transportation for students to and from Cumberland Regional High School during non-school days for programs to help to regain credits and prepare for continued academic success. Teachers are needed to support the acceleration of learning, specifically focused on literacy and supporting special education students and to oversee programs implemented after school and through the summer.

3. How the LEA will spend its remaining ARP ESSER funds consistent with section 2001(e)(2) of the ARP Act; and (424 of 2000 maximum characters used)

Through the programs described above, as well as beginning an MTSS and tracking students through Link It!'s Intervention Manger, CRHS will identify all students addressed in section 2001(e)(2) of the ARP Act and provide appropriate supports.

4. How the LEA will ensure that the interventions it implements, including but not limited to the interventions implemented under section 2001(e)(1) of the ARP Act to address the academic impact of lost instructional time, will respond to the academic, social, emotional, and mental health needs of all students, and particularly those students disproportionately impacted by the COVID-19 pandemic, including students from low-income families, students of color, English learners, children with disabilities, students experiencing homelessness, children in foster care, and migratory students. Under this requirement, an LEA must engage in meaningful consultation with stakeholders and give the public an opportunity to provide input in the development of its plan. Specifically, an LEA must engage in meaningful consultation with students; families; school and district administrators (767 of 2000 maximum characters used) 

With district provided chromebooks, all students and staff have access to technology. Hotspots are available upon request for students needing access to Wi-Fi. Funds are planned for salaries for teachers to support learning and provide SEL supports for students who were adversely impacted due to COVID-19 school closures and remote learning, especially those identified in the demographic groups from this prompt. Additionally, transportation is planned for students who do not have readily available rides. Separate from the ARP grants, Cumberland Regional High School is conducting a Diversity, Equity and Inclusion Audit in the 2021-2022 school year. This information will drive the district in planning for ways to address identified areas needing attention.

5. Additionally, an LEA must engage in meaningful consultation with each of the following, to the extent present in or served by the LEA: Tribes; civil rights organizations (including disability rights organizations); and stakeholders representing the interests of children with disabilities, English learners, children experiencing homelessness, children in foster care, migratory students, children who are incarcerated, and other underserved students. Through the DEI committee work during the 2021-2022 school year, as well as our ELL 3 Year Plan, the Director of CST, who also oversees homeless, 504 and migrant students, our Citizens Advisory Council, Consortium collaboration, and ESEA board meetings, we will take into consideration and include identified parties from this prompt in our planning and implementation of the ARP funds.
