Harassment, Intimidation and Bullying (HIB) Report
The New Jersey Department of Education (NJDOE) has posted school and district Harassment, Intimidation, and Bullying (HIB) grades as stated in the Anti-Bullying Bill of Rights Act. These grades were determined by a district self-assessment released by the New Jersey Department of Education Commissioner.
Beginning with the September 2011-2012 school year, the Cumberland Regional School District has conscientiously implemented the requirements found in the Anti-Bullying Bill of Rights Act. During the years of implementation of the Anti-Bullying Bill of Rights Act, the District has made progress in addressing and improving harassment, intimidation and bullying education, training, and programs, and school climate and culture.
Under the Commissioner’s Program, the school grade is a raw score of data and the sum of the ratings on the School Self-Assessment (e.g., 65 of 78 points). The maximum total score for a school is 78 points. Our school district’s grade is based off the total score of the school itself since we are only one school. The Department issued grade is not represented as a letter grade.
New Jersey School districts and schools must post the exact grade reports issued by the NJDOE without making any alternations to the PDF document to fulfill its responsibilities for posting the grades to the school district and school’s websites.
Cumberland Regional’s School District’s HIB Self-Assessment grade is 64/78 points for the 2020-2021 school year.

In order to foster safe and positive learning conditions for students, the school and district grades are part of an integrated process for reinforcing and strengthening a school’s climate and culture through prevention and intervention efforts targeted toward harassment, intimidation, and bullying (HIB). District and school staff will use the data to educate staff and the community about current school practices and engage them in identifying and addressing areas for improvement.

Overview of Harassment, Intimidation & Bullying
The Cumberland Regional School District strongly believes that student safety is a fundamental right. Students must be given the opportunity to learn in an environment of trust and support. To that end, we fully embrace the Anti-Bullying Bill of Rights and related board policies.
Cumberland Regional School District's anti-bullying, harassment, and intimidation (HIB) program is designed to create a respectful and tolerant atmosphere. Ongoing programs for students take place throughout the year, focusing on bullying prevention strategies and working toward building a consistent "Climate of Respect."
In accordance with NJ law, each school has a designated anti-bullying specialist, who serves as the primary school official responsible for preventing, identifying and addressing incidents of HIB in the school.
STUDENTS, STAFF MEMBERS AND PARENTS ARE ENCOURAGED TO PROMPTLY REPORT BEHAVIOR DISPLAYING POSSIBLE HARASSMENT, INTIMIDATION OR BULLYING.

HIB 338 Form Harassment, Intimidation, or Bullying (HIB) Mandatory Reporting Form for LEAs
All allegations of HIB must be reported in writing and submitted to the principal within two school days from when a school employee or contracted service provider, witnesses or receives reliable information, that a student has been subject to HIB.

The School Climate Team at CRHS meets once a marking period during the school year to evaluate the climate in the school building, analyze data, and develop and implement programming and trainings that will benefit all stakeholders at Cumberland Regional High School.

CRHS supports several clubs and activities to bring awareness regarding the prevention of Harassment, Intimidation, and Bullying and/or to improve school climate.
Groups and programs also are available through the Colt Connection school-based youth services program throughout the school year, including:
Bereavement, Gay-Straight-Alliance, Lunch Drop In, Conflict Management, Teen Parenting, Young Men’s Group, Youth in Color, Serenity Group, Girls Group/Healthy Relationships, Men’s Skill Building, and Get Connected - “Be the Change.”
